I won’t be using this service, but for those who will, yes they need more than half an hour each month for phoning calls. Setting it at that is not ideal when things in life are a little unpredictable sometimes.
If VRS had speech to text software built in, and could be used online and ipad might be of us to me, but signers would need a lot more time than suggested, some here sign for hours literally !! 30 minutes is a joke really.

Perhaps if the lawmakers restricted their own telephone usage to half an hour a month, the proposal would be acceptable.
Turnabout, however, is fair play. Lawmakers should assess their daily phone usage and use that as a model. After all, they’d like Deaf people to become productive members of society, wouldn’t they?
